Heat network regulation went live in January 2026; which means that any housing provider operating a communal heating system is now a regulated energy company.
This new regulation comes with a new regulator for the housing sector, Ofgem and a host of new compliance responsibilities for housing providers. With increasing expectations around consumer protection, reporting and operational oversight, having a clear compliance roadmap is essential.
Compliance begins with Ofgem registration and reporting – the first two milestones of the regulatory journey. For many providers, this will require collection, collation and validation of significant amounts of information. In practice this will require access to different systems, collaboration across multiple teams and engagement with contractors.
