Noel Chambers
Noel Chambers is a senior fire safety professional with over 35 years’ experience spanning fire engineering design, fire strategy development, safety regulation compliance, and complex risk assessment across high-risk residential buildings (HRBs), large public venues, transport systems, and petrochemical and utilities environments. He is recognised nationally for his contribution to Building Safety Act (BSA) competency frameworks, including PAS 8670, and sits on multiple Fire Sector Working Groups, where he develops industry guidance, competency standards, and regulatory tools. Noel combines deep technical knowledge with proven practical application, routinely supporting clients in achieving full compliance with Building Regulations, RRFSO, CDM, DSEAR, and the Golden Thread requirements.
He currently acts as Lead Competency Manager and Building Safety Act Appointed Person for high-risk projects, validating design information, leading regulatory engagement, and ensuring that all persons appointed to building-safety-critical roles are Suitably Qualified, Experienced and Behaving (SKEB) in accordance with PAS 8670-8673.
